The OIJ is the detective unit of the police. They do all the criminal investigations. I had to go to the OIJ to file a report about a theft that occurred. It's just like any other public office in Costa Rica, long waits and unorganized. They didn't have anyone on staff that spoke English, so that also slows down the process. Fortunately, I got a file clerk that was eager to try his English and teach me Spanish along the way. So we made it work. My overall experience at the OIJ was not great. However, I think it could have been better if I was more familiar with the process. So, if any kind of crime is perpetrated against you, the OIJ is where you go to file a report.
